So it is the proof that it is the right config file.

I suspect that your problem is a problem with your Netmeeting and that
GnomeMeeting has no other choice than to send CIF size.

We can make a test to confirm that.
Please connect to heraclite.info.ucl.ac.be with H.245 Tunneling being
enabled in Advanced Settings.

You should see you back in 1/4 of the image.
