What I had thought is the following :
- Most users want to receive and send video
- A few users do not have enough bandwidth, so they do not want to
receive video, but in that case, they do not want to send video
either...

Actually, if you examine the use cases, you will have users :
- who want video
- who do not want video at all

But never users who want to send and not receive...

So I think I will add an option : Enable Video, or something similar.
