I'm already working on something like this for a requirement I must
complete in the near future. Did you have any ideas pass this? Also if
you could explain how you think the functionality should work. You have
three images, are those people in a conference in gaim?? Or is that just
two people are talking? I'm confused as to how you see that working.
Also really only one volume slider is needed I think, but feel free to
expound.

Intially my plan is to write a plugin and play around with gaim and
functionality and possible limits, then move on and write an api. If
you're interested I'll be starting in another 2 months or so ;)
