I can confirm for Gentoo Linux with kernel 2.4.20-gentoo-r7 that v4l
information in /proc is in fact _enabled_. Please note that you need to
compile a kernel by yourself anyway on Gentoo. But I didn't specifically
switch on or off v4l in /proc. I enabled v4l and it seems like v4l-info
in /proc was enabled by default.
