Opening background-properties-capplet

Hello, 
In version 1.5.7 of GNOME Control Center, the
background-properties-capplet does not run on its own, however, it does
launch when you execute it from the GNOMECC. This prevents users from
right clicking on their Nautilus desktop and selecting Change Desktop
Background, which executes the background-properties-capplet.
