I looked at this yesterday during the build of the site on my own
machine.  I saw both errors you report across a few translations (nl,
jp, th, and ko), but I'm unsure about what to do.  For the second item,
a better filter doing selection for processing could solve the problem.
For the first item, my initial read as it scrolled passed my eyes was,
"I should hope so".[1]  I took a look at the po for for jp it it looked
fine (and was still comprehensible given my Japanese studies 20 years
ago). xml2po is reporting the problem, but given that this is does not
make sense to me.  Python can handle Unicode, and libxslt requires it.
I'm clueless as to how to address this.  /me wonders if something
configurable assumes that the input is ASCII, because iconv only sees
beautiful UTF-8

[1] The warning implies that the po file should contain the only ASCII
characters.  That about as pointless as translating _How to Speak French
in 21 Lessons_ into French.
