Anyone in the 'gnomeweb' group, and possibly just anyone with CVS
privileges, depending on the problem. Basically, fix the website build
problem and it'll stop sending the warning e-mail :) It's not
advertising anything, so it's not 'spam' per se. Just a whinging cron
job.
The idea here is that if any of the scripts that generate the various
GNOME-related websites fail, that this warning is sent to gnome-web-list
so that people in the gnome web group can look into and fix it. But yes,
it does appear to be cropping up with a little too frequently recently,
and perhaps could be rate-limited somehow. Perhaps a whinge a day.
If it annoys you, just filter it to /dev/null :)
