xsltproc from the libxslt suite <http://xmlsoft.org/XSLT/>

No, it will be (mostly) static HTML generated on the server side.
(re-generated by Jeff's build system when changes are made)

There aren't any at the moment for the new site, except the mockup
templates. 

But the current website is kept in the gnomeweb-wml module on
cvs.gnome.org.
