It's not so much a matter of making Squishdot be stable, but a desire for all
the GNOME sites to use the same templates, scripting language, and so on.

I agree. I suggest using PHP as an "advanced SSI", calling functions instead
of doing includes. This way, it's easy to automate generation of menus, etc.,
using $SCRIPTNAME and the like, without the person adding pages needing to
know anything about it.
