It's already effectively required - I don't think nautilus works very
well if you don't have it...
 
I'd say feel free to assume monitoring works, and if someone gets
upset that it doesn't, they can implement the non-FAM fallback code in
gnome-vfs.

FAM sucks a bit in code quality I suppose but there's nothing wrong
with the basic concept.
