Does gnome has a facility like WinHlp32?

In Windows, WinHlp32 performed an important role in
user experience. For example, in a complex dialog box,
the user can get help through clicking the question
mark button on the upper-right corner of the dialog
box, and then clicking on a control on the dialog box.
Many applications written by Microsoft has this
feature. Although some programs do not provide this
feature, but this kind of `help at hand' feature is
always welcome.
I used some Linux Gnome desktop applications and
didn't find any feature like this. Would anyone tell
me whether this feature exists in Gnome? If it
doesn't, may it be a new feature to consider?
