Non-member posts now held by default

I've been seeing some spam on this list, so I thought I'd set
non-member posts to be held by default, rather than automatically
posted.  Hope this doesn't inconvenience people!  If I notice
that there are "real" posts from non-members, I can revert, but I
thought it was worth a try.

Obviously if anyone has objections let me know.
