Sorry for disturbance. I'm not sure what's right alias.
Here's the bug information.

Sometimes filename itself is in UTF-8 encoding. In this case, it's
unnecessary to invoke filename_from_utf8() when Glib encoding is
non-utf8 locale. Otherwise, the filename is displayed properly in file
chooser dialog, but the file actually can't be opened. This looks
contradictory.
Attached a patch for above, anyone can help me review?
