icons/hicolor vs icons/gnome

It seems that currently icons in gnome-icon-theme are installed in both
$(prefix)/share/icons/gnome and $(prefix)/share/icons/hicolor.

* configure.in : Add a pkgconfig file And bump the version so that CVS is > than the last release
Move stock and app icons into hicolor from gnome so that they
exist even if a gnome theme is not selected (eg the default)
Is it a correct behavior? Or should all icons be installed ONLY under
$(prefix)/share/icons/hicolor?
