[gnome-summary] CVS COMMIT: added web skills advertisement

I committed the advertisement seeking web development help for a new
GNOME Weekly Summary web site.  Note that a link to a page that might
contain this mailing lists' archives still needs to be added to this
article but I didn't know where to point it to.  Sri, what should I do
then for a contact?
