Proposal: 'development and release process'

	I'm proposing to do this with Havoc - assuming he can come, oh and I
just made up a random abstract FWIW:

Abstract:

	Towards a more formalized, accountable, interactive and social
development model. In this talk / discussion we'll propose an RFP - like
model whereby we can encourage people to work together more effectively
by communicating, and avoid work getting lost / mis-spent.
