My feeling is that having only layout info (no action descriptions) in
the XML is very elegant. If you have the action descriptions in there
then toolbar customization either uses a different file format, or
generates cut-and-pastes of the action descriptions in the user's home
dir. If the XML is layout-only, it can contains exactly what the user
is allowed to customize, no more/less.
