This can also be seen as abstraction. If gnumeric has a function which
you call to throw up a dialog that is correctly parented and has a
standard dialog policy (ie position), gnumeric developers wouldn't be
directly coding against the gnome-libs api either but this is an
excellent way to maintain consistency.
