HAL doesn't really provide configuration for devices, so much as
properties about that device. And we don't really have a good remote
device strategy yet. HAL also doesn't deal with accessing the hardware
directly, so esd still comes into play, and we'd need an "address"
property or something to point clients to that remote device.
