General GStreamer Question -- SMIL

Please pardon this lurker's basic question, but I haven't found an
answer in any of the docs I've looked at ...

Does GStreamer support SMIL?

If so, would that include text objects synchronized aagainst other media
such as audio?

The question regards what components to use in building a user agent
to support ANSI Z39.86-2002 content (http://www.loc.gov/nls/z3986/).
