Notice that the FreeBSD Ports output above gave you some good clues.

Look at that /usr/ports/textproc/wv/work/wv-1.2.1/config.log file. What 
does it say about your libgsf-1 pkg-config file?

Is it possible that have two versions of it installed (maybe on accident)?

Since you are using the FreeBSD "ports" to build and install this, you may 
want to discuss this on the FreeBSD ports mailing list.
