/dev/dsp and keyb+mouse shortcuts

Hi.

I recentyl changed to gnome, but two things, for which I cannot find solution,  annoy me.

1) when starting gnome it sets 640 permissions to /dev/dsp and /dev/mixer . How the hell could I avoid it?
2) I want to set Alt+RightMouse shortcut to resize window. I found out
how to manage keybord shortcuts , but how to define mouse+keyboard sc's
?
