ok, i'll partly answer my own question now...

the file ~/.gtkrc-2.0 was required - this did not exist.

so after creating it, i added the following to it:

gtk-icon-sizes="gtk-menu=16,16:\
                gtk-button=12,12:\
                gtk-small-toolbar=14,14:\
                gtk-large-toolbar=14,14:\
                gtk-dnd=32,32:\
                panel-menu=16,16:\
                panel=16,16:\
                gtk-dialog=22,22"

gtk-toolbar-icon-size=large-toolbar

this worked pretty much all apps including the gnome menu itself, gedit,
epiphany etc... however it did not work for the nautilus browser.

anyone got any idea how enforce the icon size on the nautilus browser??
