You can change the show and hide delay with GConf. The
keys are (on my machine, yours might differ slightly):

/apps/panel/profiles/default/toplevels/top_panel/hide_delay
(and unhide delay respectively)

Set them both to 0 and there you go. I personally
prefer the autohide_size set to 1 as this is the
smallest possible value.

I think this needs to appear somewhere in the panel
preferences, as I found it quite annoying when it took
half a second to appear, and I know other people who
think the same. Let's see what I can do...
