Eye of Gnome full-screen mode - no Gnome shortcuts

When viewing an image in full-screen mode, all the normal Gnome keyboard
shortcuts appear to be disabled, notably Ctrl-Tab to rotate to another
window, and Ctrl-Alt-Left/Right to rotate to another desktop.
Should I raise a Bugzilla issue on this, or was it deliberate?
