gnome-panel 2.2.0.1 not saving properties

Hi,

I am using the RedHat 9 distro. Whenever I make any changes to the
properties of my gnome-panel the changes disappear after I log out and
log back in again. This includes changes to the background color and
to the workspace names. However, it doesn't include changes the number
of workspaces or changes to launchers. Does anyone know what the
problem might be and/or what the solution is?

Alternatively, if someone could point me to documentation on the
configuration file layout of gnome-panel then I might be able to
figure this out for myself.
