Manually adding panel menu/submenu

Hello all,

Is there a common way to all Linux distros for manually adding panel
menus/submenus (that are available for all users) in Gnome 2 ? Or this is
specific to each Linux distro ?


I'm asking this because, for example on Fedora, the changes must be done in
the applications.menu file (with the appropiate .directory and .desktop
files), but on SuSE 9.0, Turbolinux 10 Desktop and other distros that ship
with Gnome 2, there is no apllications.menu file.
