Locking down Gnome

From what I can tell, the way to lock down the interface (kind of like a kiosk mode) is to copy the files in each time a user logs in? Is that right? I saw an oldish post (January 2002) recommending that. Is that the current recommentation? Simply changing permissions/ownership seems to make Gnome non-functional.
