Regarding Favourites Menu in Gnome2.0

Hi ,
	Could any one help me out in explaining, why there is no
favourites menu item in the panel menu of gnome 2.0. This menu item really
helps any ordinary user in adding new items or deleting the same. If the
same user wants to add any sub menu item in any of the menu items like
"Internet" or "Graphics", he must have to have root priviliges.

So why is this menu item not present in Panel menu. Is it decided to drop
this menu item forever or any work is currently going on on this.
