Cant edit System Menu?

Hi
I cant figure out how to make my own system menus, am I slow or is it
not possible to do that?
I've read a lot of READMEs and howtos but it only says that I Shall use
the menu editor. Is there a way to make a new Programs menu, central
stored, so my users cant edit it?
