focus policy in gnome 2.0

I have noticed that the configuration of focus policy is gradually becoming
more and more difficult.
In the few first versions it was very easy to customize the focus the way I'm
used to. Later the proper customization got buried deeper, and it took me more
than an hour to find how to do it. Now, with 2.x (I'm using RH 8.0) I gave up
after more than one hour of trying, and installed KDE instead.
The problem is this; what's the point of enabling focus follows mouse policy,
if one can't disable the window being raised when inner window is clicked?
How do I disable that?
