<doh>  answer for the archive:

as the help page suggests, one builds a folder in nautilus's
applications directory and then exports it to the panel.  what the
help does not say is that you can then continue and build a folder
hierarchy in nautilus and what you see in the menu on the panel is
that hierarchy.  i.e. the nautilus directory is a mapped
representation of the menu on the panel.
