Gnumeric build problems

I'm no longer able to build GNOME from CVS sources; I get

% make

plugins/excel/Makefile:483 is

@XML_I18N_MERGE_XML_RULE@

so I'm assuming this is an autoconf/automake issue, but what exactly is
wrong?
