It is completely possible---that's one of the best things about GNOME.
There are two different kinds of themes: window manager themes and GTK
themes. The window manager themes control the minimize buttons and the
window decorations, the GTK themes control the internal widgets such a
scroll bars and the like. Themes.org was *the* place to get ready-made
themes at one point. They took a hiatus but appear to be back and
rebuilding their theme database.
It is possible to do it yourself but depending on what you want things
to look like this can be a major project. (Thoguh it can be fun and
rewarding to let others use what you've made.) Sawfish has some theme
creation tools, though I havn't used them. I havn't seen anything about
GTK themes, though I've made a few. Does anyone else know of any good
resources?
