I think this calls for personal opinions, so here you have mine:

Emacs.

It isn't really Gnome-enabled, though someone (Martin Baulig, I
think) was working on it last year - it was a very exciting project, I
wonder what happened to it? - but still Emacs is a much better editor
than any other integrated thing I've seen. And since you usually spend
95% of the time editing code, it isn't worth sacrificing the editor
just because of a more gooey build/debug system.

IMHO.

If you just want a GUI-enabled debugger, I think DDD is an option,
though I've never tried it.

Don't know kdg, but it can't be better than Emacs. :-)
