Click to focus, clicking title bar

I tried looking through the archives and can't find any previous discussion
of this matter.
I have my focus set to click to focus, and when I click on a windows menu
bar, it get's raised, but not focused. In order to get it focused I have to
click on the actual window body.
This is useing the newst ximian install and sawfish as the WM.
