It's a part of gnome-vfs (who would have thought that), a virtual file
system lib for gnome (so that you can virtually chdir() into a tar.gz file
or an FTP URL, well more or less -- I know this explanation sucks). So you
need the package gnome-vfs-devel or your distribution-specific equivalent.
