Windows over Panel

Is there any kind of configuration to get the panel display over the windows when I put my mouse on the panel?

I don't like to set it so that the panel is always over the windows, but with this when I drag a window over the panel, when I then try to go to the panel I need to drag the windows away again.

Any possibility?
