I don't know about the xset stuff, but I have the scroll whell working on my machine.
I have an Intel PII and I just installed RH7.0 (I had scrolling working in 6.2 as well.)
In the XF86Config file you need 2 things:
the mouse protocol must be "IM PS/2" whether it is an MS mouse or not (it must support the protocol, my mouse is a Logitech BTW)
the ZAxisMapping line must be in the pointer section
WIth XFree86 3.3.6 and newer (I don't know about earlier versions) scrolling is supported -- the imwheel program is not necessary and probably harder to make work
