how to change language

dear gnomes,

since the upgrade to gnome1.2 (helix) i don't have the option anymore to choose
a language. i would like to use dutch as language, but i cant find anything,
nor in the control panel, nor somewhere else. probably it's because i didnt
download the whole helix-gnome.
in which package is this language-thing included? i couldnt find anything
