Cannot Install RPMs

Everytime I try to install an RPM using the GnoRPM application, I get
the error:
"Failed to open /var/lib/rpm/packages.rpm"
I'm running LinuxPPC on a PowerMac 8600 and Gnome 1.0. (and I'm a newbie
to boot)
I haven't been able to install anything - from any source.
