panel applet properties must be clicked twice

I have Helix Gnome 1.2 installed and I've noticed that, in order to choose
an entry in the pop-up menu for a panel applet, one must click twice.
E.g., place a "Drive Mount" applet on the panel and configure it for the
cd-rom drive, right click on it and click on "Eject." Nothing will happen
the first time and you will have to click again.

Is this a bug? Are these menus configured so you have to double click on
them? I find it kind of annoying.
