Problem building mc-4.5.51: FileManager.h correctly generated?

Trying to build the latest mc from the .spec file, or alternately via
"manually" invoking configure and make, I get the error:

In file included from gcorba.c:14:
FileManager.h:16: "libgnorba/gnome-factory.h": No such file or directory

Am I right to suspect the quotation marks, since the file in fact does
exist?  

Is this a bug, or is something likely wrong with my environment?
