I do believe that the "configure" button in gnome-control center calls
enlightenment-conf (the "legacy" configuration tool). If this is the case,
then enlightenment-conf is required for that button to be accessible, even
if you're at enlightenment rev 0.16x.

Actually, it depends on the version of Enlightenment that you are
running. For versions .15.x, do exactly as you say.
For versions .16.x, right-click on the desktop. A menu called
"Enlightenment Settings" will appear, which gives you all the
configuration options that the old E-conf did, but in a more organized
way.
I strongly recommend that you upgrade to version .16.3 if you are still
running the old version--lots of bug and compatibility fixes.
