Panel does not disappear. It just loses its icons.

I restarted gnome-1.1.4 and my panel now does not show icons, but there
are little white letters on black strips that say "log out," "Lock scr"
and so forth.
Is this that thing you were mentioning, or do I have a whole new
issue???
