Andreas,

The rpms are used for both purposes. do you mean by "rpms for upgrade" that
they only include deltas from version x to version y. Then there is no such
beast to my knowledge. October GNOME contains everything you need so you can
do an install without having a previous version of gnome. But if you do 
have a previous version then you should use the same rpms to upgrade, this
is
done by installing the new rpms and removing the old rpms. the rpm program
handles the adding and deleteing without dependacies issues but using the -U
flag.
