I just found it: gecco. While it may have similar goals, it seems to be
approaching them from a completely different perspective. I would rather
use libglade and libcapplet to accomplish something like this than some
new plugin arch, What's more, this program seems to be using a Windows
Control Panel UI, which, in addition to being a poor interface, is not
consistent with the rest of GNOME.

I will contact them, but I'm not too enthusiastic about the outcome.
