gdm login at console

Hi,

I would like to restrict the login access of some users at the console.
 For character terminals it works fine with pam_access 
(/etc/security/access.conf), but it doesn't work for gdm! 
Red Hat 6.1, gdm2.0beta2 ! How could I set this for local gdm login??
Do you have any idea?
