You can change it in ui-properties capplet (type "ui-properties" in terminal).
If it doesn't exist on your system, most probably you're using
control-center-1.0.5 which had this capplet broken. To fix it upgrade to
control-center-1.0.6 or put:

Toolbar_labels=false

after [UI_GnomeApp] in ~/.gnome/Gnome file.
