[root@onderste /root]# ls -la /dev/fd0
brw-rw-r--   1 root     floppy     2,   0 May  5  1998 /dev/fd0

as you can see, /dev/fd0 has owner root and group "floppy", you can put your
users in group "floppy", or use chmod 666 /dev/fd0, although the latter
might be an security isuee if you're on a LAN or internet etc.

try chmod 666 /dev/fd0 just to test if that works for an user.
